In the final hours of Virginia’s legislative session, language in the pending marijuana bill SB542 suddenly changed to impose a 2mg THC per package limit and remove the 25:1 ratio exception that has facilitated the hemp and CBD market for the past few years. This limit would effectively ban 95% of legal hemp products, including non-intoxicating CBD topicals, CBD oils, and CBD pet chews. The bill is now on the governor's desk (must be signed by April 13th) and if unchanged, will go into effect in July, six months before the retail marijuana market launches. This would crush already regulated, law-abiding small businesses and create a 6 month vacuum in legal cannabinoid sales, encouraging regressive black market activity.
