    Bill Summary

    This bill requires the comptroller of the treasury, with the assistance of the comptroller's office of research and education accountability, to audit the funding, both private and public, for the implementation of common core state standards and all components of the Partnership for Assessment of Readiness for College and Careers (PARCC). The comptroller must also audit the funding received by the state from the federal government under Race to the Top.

    This bill requires the department of education and the state board of education to collaborate and cooperate with the comptroller to assist in the audits, including providing access to budget information and any relevant contracts.

    By July 1, 2015, the comptroller, with the assistance of the office of research and education accountability, must report, in writing, to the education committees of the house of representatives and the senate on its findings including the amount of public and private funds spent on implementation of common core state standards and all components of PARCC, the source of such funds and any positive or negative effects of the funding implementation on schools. The comptroller must include in the audit report recommendations for any legislation necessary to modify or regulate common core and PARCC funding. The comptroller must report at the same time on the use, distribution of funds and the educational effectiveness of the funds received from the federal government under Race to the Top.
