As you know, on May 22, 2025, the House passed H.R. 1, the One Big Beautiful Bill Act, by a vote of 215–214, with one member voting “present” and two members not voting. This reconciliation bill aims to make the 2017 Tax Cuts and Jobs Act permanent and introduces sweeping changes to tax policy, federal health programs, and nutrition assistance.
Most notably, the bill makes a series of changes to federal Medicaid spending policies that would result in significant cuts to the overall program. For example, H.R. 1 introduces new work requirements, mandates re-enrollment every six months, and requires additional income verifications from recipients. It freezes provider taxes that support state Medicaid funding, caps federal matching funds, and removes the “good faith” waiver. Together, these policies and funding changes would force states to reassess their contributions to Medicaid.
According to the nonpartisan Congressional Budget Office (CBO), this measure would fundamentally reshape Medicaid and could potentially cut coverage for 8.6 million people. As an association comprised of dental professionals in clinics, private practices, and community health settings, ADHA is concerned these changes would lead states to cut adult dental benefits, which are optional under Medicaid. For dental professionals, that means fewer patients with coverage and reduced access to essential oral health services for vulnerable communities.
