Under this proposal, people currently receiving CFC services would be pushed into Medicaid waivers that are capped or effectively capped, meaning many could receive no services at all. The result? Thousands of Connecticut residents could be forced into nursing homes, even though CFC eligibility already requires a finding that institutionalization would occur without these services.
The budget vaguely references a “new” waiver for those losing CFC—but waivers are not entitlements, will almost certainly be capped, and include cost limits that force people into nursing facilities if their home care exceeds average nursing home costs. Many current CFC recipients would fail that test, despite home care often costing less than institutional care.
