The Farm Bill is a critical piece of legislation that supports the U.S. agricultural economy and must be renewed by the end of this year. The bill has a 5-year cycle and, over its history, has been invaluable and enabled innovation in the fields of cellular and plant-based agriculture, biorenewable energy, and other biobased products that have propelled the energy and agriculture biotechnology industry forward. We are advocating for support for new provisions as well as strengthening existing provisions that will increase Biocom California members’ chances of successfully bringing their innovations to consumers. I  write to you today to request that you support the timely reauthorization of the 2025 Farm Bill, expanding the BioPreferred Purchasing program, and strengthening new and existing loan guarantee programs. 

I urge you to support strengthening the USDA 9002 BioPreferred Program and expanding government procurement of biobased products. The BioPreferred Program was established to increase the purchase and use of biobased products by the U.S. government. Federal procurement of these products can reduce dependencies and stimulate innovation by creating a market for new, disruptive technologies. 

I also request that you expand loan guarantee programs. Specifically, the USDA 9003 Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program loan guarantee program, as well as extending the USDA's Food Supply Chain Guaranteed Loan Program. These programs provide accessible loan guarantees that are tremendously important for companies with little to no risk to the government.

Previous Farm Bills have enabled innovation in the field of cellular and plant-based agriculture, biorenewable energy, and other biobased products that have propelled the energy and agriculture biotechnology industry forward.
