Urge Congress to Pass the Pandemics and All-Hazards Preparedness Act
After battling the COVID-19 pandemic, the United States needs a plan and the tools to prepare for the next outbreak. The Pandemic and All-Hazards Preparedness Act (PAHPA) is a piece of legislation that authorizes critical agencies and programs that are on the front line of defending the American people against threats from pandemics and biological or chemical hazards. I write to you today to urge you to support the timely passage and several critical programs within the Pandemic and All-Hazards Preparedness Act (PAHPA). 

PAHPA provides authorization for critical agencies and programs that are on the front line of defending the American people against chemical, biological, radiological, and nuclear (CBRN) threats. PAHPA has a 5-year reauthorization cycle and must be reauthorized as soon as possible. Having a plan in place for these threats is critical to the health and well-being of all Americans. 

I urge you to support reauthorizing the critical Medical Countermeasures Priority Review Voucher (MCM PRV) program at the Food and Drug Administration (FDA). These vouchers incentivize research and development of new products that protect Americans from CBRN threats. 

Additionally, I ask you to support the Office of the Assistant Secretary for Planning Response (ASPR). ASPR helps plan for future threats and works with industry partners to promote the advanced development of medical countermeasures to protect Americans. 

Finally, I urge you to support reauthorizing, modernizing, and providing resources for the Strategic National Stockpile (SNS). SNS modernization efforts that replenish, maintain, and track inventory will better prepare us to respond to future threats. 

Thank you for the opportunity to provide input into the 2024 PAHPA legislation, and I reiterate my support for the immediate reauthorization of this critical legislation.
