The president’s proposed budget for Fiscal Year 2027 (School Year 2027-28) was just released and includes a “Consolidated Special Education” program for IDEA. While total funding for IDEA would be maintained at basically the current level, the budget creates a block grant, rolling the Preschool program and all of Part D National Activities (except Special Olympics) into the Part B Grants to States. Part C (Infants and Toddlers) would remain as a standalone program. These components of the law are designed to work as a continuum of supports and services. Reducing the components of the law to one block grant, without the guarantee that each part would be funded, is a serious disservice to children and youth with disabilities, their families, and the educators who serve them.
