On November 10, 2025, the Department of Vermont Health Access (DVHA) released updated guidance and forthcoming policy revisions for the applied behavior analysis (ABA) Medicaid benefit, with an effective date of January 1, 2026.
The DVHA guidance provides clarification on:
- Concurrent billing of CPT codes 97153 and 97155
- Qualifications for Qualified Healthcare Providers (QHPs)
- The role of BCaBAs in service provision
- Which services may be delivered via telehealth and by whom
