a. To ensure appropriate support for farmers and ranchers, require relevant USDA staff (prioritizing NRCS, FSA & RMA) to undergo soil health and regenerative agriculture education and training, and make the training available to all Technical Service Providers (TSPs) through a new train-the-trainer “Healthy Soils and Regenerative Agriculture Training Program,” prioritizing the importance of soil health and biological diversity in cropping and rangeland systems. (RA).
b. To support farmer and rancher soil health education and training through USDA conservation programs: (RA).
c. To increase support for conservation technical assistance: (RA).
d. To use the Cooperative Extension System (CES) as a critical driver for assistance in accessing training programs specifically related to education in enhancing soil health and furthering the adoption of soil health practices, including managed grazing. (RA).
e. To direct and fund NRCS to develop regional farmer-to-farmer networks.
f. To increase researcher access to field-level data to improve the delivery of education and TA about risk-mitigating practices. (AFT).
g. To provide funding for multi-year capacity-building grants (through NIFA’s Extension Risk Management Education (ERME) program and/or via NRCS cooperative agreements) for non-profit organizations that provide financial and technical services related to soil health practice adoption. (RA).
h. To strengthen USDA conservation program outreach to better serve historically underserved producers for more equitable access to regenerative agricultural practices. (RA).
