The Migratory Birds Protection Act  will offer protection for birds threatened by habitat and ecological destruction.  The past change to limit the MBTA's protection has jeopardized ecological health.  That is why it is necessary to make legislative change, set strict protection standards, and protect wildlife from further destruction.
