Tell Congress to pass the ROAD to Housing Act!

The U.S. Senate has passed a highly promising bipartisan housing reform bill! Modular housing could become much easier to build, finance, and install across the nation if this bill passes the House and is signed into law.

The Renewing Opportunity in the American Dream to Housing Act of 2025 (ROAD to Housing Act), which was co-developed and cosponsored by Republican Tim Scott and Democrat Elizabeth Warren, passed the Senate Banking Committee unanimously (24-0!) on July 29, 2025, and passed the full Senate on October 9, 2025.

The ROAD to Housing Act contains a wide range of different provisions crafted to increase America’s affordable housing supply (vitally important at a time of record-high housing prices), including streamlining the dense thicket of permitting reviews holding back dense infill housing projects, a competitive grant program for local governments that work to increase their housing supply, and repealing the chassis rule that unnecessarily adds burdensome costs to pre-manufactured modular housing.

There’s already an exciting ferment of modular housing innovation happening, and it’s already started to build cheaper and faster-to-deploy homes across America. Mass-manufacturable modular homes from startups Cover and Samara are helping Los Angeles neighborhoods rebuild after the wildfires of January 2025. Real estate developer Greystar recently built the Coraopolis modular housing development in Pennsylvania for 40% faster, 10% cheaper, and with 90% less waste than a comparable non-modular housing project. Startup Reframe Systems is pioneering a new “microfactory” model, and they recently installed a three-family “triplex” residential building in a Boston suburb in just four days!

The ROAD to Housing Act is the product of decades of policy proposals finally coming together into a bill with bipartisan support, and it’s a spectacular opportunity to remove artificial conditions imposing housing scarcity and unlock a cheaper, freer, and more efficient housing supply for America! There’s essentially no political faction that opposes this bill, but it could still end up falling by the wayside due to lack of attention and focus making it a low priority. We should support this common-sense, much-needed bill!
