Neither the National Science Foundation, which funds NCAR, nor the Office of Management and Budget has the authority to dismantle it—and even if the lab's assets were transferred, only NSF can carry out space research under federal law. It is unacceptable that OMB is in active negotiations regarding the sale of the research center’s assets—especially while the public and scientific community were engaging in NSF’s public feedback process in good faith.
