California Families Are Facing A Water Crisis and an Energy Affordability Crisis. This Solution Helps Fix Both.
Water shortages will push nearly 1 million acres of farmland out of production, threatening the livelihoods of California farmers. At the same time, we face an energy affordability crisis as families continue to watch their electric bills soar. 

But amidst these challenges, there’s an opportunity to help California families who are struggling. 

AB 1156 (Wicks) will amend the Solar-Use Easement program to temporarily allow California growers with the most severely water-constrained farms that are no longer commercially viable to lease their land for local solar energy production, which will:

  • Lower energy costs for families
  • Provide a lifeline to farmers with an alternative source of revenue
  • Maintain local control and oversight by requiring review of water limits by the local Groundwater Sustainability Agency
  • Make the grid safer, cleaner, and more reliable by beginning bringing more solar energy online


This is not a cancellation of farmland protections. It’s a temporary suspension that creates an alternative revenue stream on land that can’t be farmed right now—with the option to return it to agriculture in the future.
