In 2015, the Candor Act was signed into law. It established a program designed to support open discussion when an unanticipated health care outcome occurs. Candor focuses on strengthening relationships between physicians and patients, improving the quality of care, reducing medical liability lawsuits, and expediting resolutions, where appropriate. The elements of Candor align with Copic's mission and therefore, policy focus. Copic actively monitors and engages on policy that impacts liability, patient safety and access to quality health care. Copic works in collaboration with its partners in health care to advocate for these shared priorities.
In 2023, Iowa passed tort reform legislation that placed a cap on non-economic damages in medical liability cases. Capping damages has been a proven tool to stabilize premiums for all health care providers, especially those in high-risk specialties such as obstetrics and gynecology. Predictability and stability in the insurance market is a driving force for recruiting and retaining quality Iowa physicians, especially recruiting into rural areas, as well as provides for more capacity to invest in the delivery of high quality care for the patients of Iowa.
