Other programs that would be eliminated under the President’s plan include: Adverse Childhood Experiences (ACES) and Youth Violence Prevention, multiple programs serving rural hospitals and advancing rural healthcare, Firearm Injury and Mortality Prevention Research, Teen Pregnancy Prevention, maternal and newborn health programs including Healthy Start and part of the Title V Maternal and Child Health Block Grant, Infant and Early Childhood Mental Health, Children and Family Programs for mental health, Tribal Behavioral Health Grants, substance abuse services for pregnant and postpartum women, Overdose Prevention, multiple education and training programs for the mental health and substance abuse workforce, the Community Services Block Grant, youth homelessness prevention, and many more.
These program cuts and eliminations would make millions of children less safe than they are now and would rip away supportive services from loving caregivers, driving families to the door of the child welfare system. Child maltreatment prevention should be a top priority for our lawmakers, but this budget proposal guts the very programs that are most effective for preventing abuse and neglect before families ever come to the attention of child welfare.
