Support HB 1231 / SB 1526 – Payment Certainty for Insurance Claims

We need your support for HB 1231 /SB 1526 - which proposes essential reforms that would ensure payment certainty and coverage for Florida patients. The legislation would add “physician” to current law to ensure payment certainty for insurance claims.  Last session, a nearly identical bill (only applying to dental practices) passed the legislature.

In short, the bill would:

  • Prevent health plans from denying payments for claims once submitted and retroactively claw back payments to the physicians. This interferes with the doctor-patient relationship, and shifts the burden of payment to the patient, who was under the impression the procedure would be covered since the doctor followed the rules of obtaining prior authorization.
  • Allow practices to “opt-in” to receiving payments through virtual credit cards (VCCs), instead of “opting-out.” Insurance companies have started to pay physicians through electronic payment methods, like VCCs.  Payments provided through VCCs are subject to additional service fees that providers are not necessarily made aware of.
