Dear Wine Lovers of Delaware,
Earlier this year, HB 187 was signed into law by Governer Matt Meyer. While this bill technically allows for winery-to-consumer direct shipping to finally arrive in Delaware, it comes with many limitations and challenges. The legislation passed includes significant restrictions on winery-to-consumer direct shipping by prohibiting the shipment of wine from wineries currently represented by DE wholesalers. This includes wineries that are a subsidiary of a larger wine producer or supplier with distribution. So while the state may technically be open to direct shipping, Delaware consumers will find that they still cannot get the wines they love delivered to them. The new law promises a level of access and freedom of choice that is misleading.
In addition to this unworkable requirement, there are other stipulations that the common carriers and others have also expressed concerns about. As of now, we hope to see continued conversation with all parties in 2026 to work towards a solution to these challenges.
