Protect Home Care! - Oppose Oregon HB3838/SB1138

House Bill 3838 (HB3838) is currently set for a hearing on Monday, March 17 at 3pm PDT in the House Committee on Labor and Workplace Standards. This bill poses a very serious threat to the future of home care in Oregon. It would introduce stringent and unnecessary regulations that will significantly increase operational costs, impose undue administrative burdens on home care providers, and severely restrict how agencies manage their operations.

Specifically, HB 3838 would set mandatory wage levels, removing flexibility for agencies to adjust compensation according to market conditions and individual employee performance. Furthermore, the bill dictates several critical operational aspects, including scheduling practices, administrative processes, and employee management, severely limiting the ability of home care agencies to operate effectively and efficiently.
