What We’re Advocating For

Reintroduce the Homecare for Seniors Act

Home care allows older adults to remain safely in their homes while receiving the support they need. The Homecare for Seniors Act would expand access to home care services and strengthen the workforce needed to support America’s aging population.

Establish a Home Care Visa

Workforce shortages remain one of the biggest barriers to meeting the growing demand for home care. Creating a Home Care Visa program would help address caregiver shortages by allowing qualified international workers to provide essential care services in the United States.

Repeal the Medicaid 80/20 Provision

The federal 80/20 rule would require home care providers to spend a fixed percentage of Medicaid payments on caregiver wages. While intended to support workers, the policy would impose rigid federal mandates that fail to reflect the realities of delivering care across states and could limit access to services.

Improve Care for Veterans

Veterans rely heavily on home care to remain independent in their communities. Congress should work to strengthen programs that support in-home care for veterans, including ensuring adequate reimbursement and sustainable provider participation.

Strengthen Medicaid Program Integrity

Recent federal discussions have highlighted concerns about Medicaid fraud and misuse in certain programs. While addressing fraud is important, policymakers must ensure reforms target bad actors without disrupting legitimate home care providers or limiting access to services for vulnerable individuals who rely on care at home.
