Virginia Advocates Take Action to Oppose HB 2341

HB 2341 directs the Board of Education to "establish a pathway to the advanced studies high school
diploma, and an associated diploma seal for students who successfully follow and demonstrate
excellence on such pathway, that requires advanced coursework in a career and technical education
field but does not require coursework in world language. The Board shall establish an additional
pathway to the advanced studies high school diploma, and an associated diploma seal for students who
successfully follow and demonstrate excellence on such pathway, that requires advanced coursework
in world language but does not require coursework in a career and technical education field." In other
words, many Virginians will be allowed to graduate with an advanced studies diploma without any
proficiency in a world language.


We must demand that this bill fail. The bill has not yet been assigned to a House Education
subcommittee but may be heard as early as Tuesday, January 17, at 7:30 a.m. so we need to contact the
House Education committee members immediately to oppose this bill.


All Virginians live in a multilingual and multicultural society within a global economy. World languages
are complementary to all disciplines and prepare Virginians to be career-ready in this economy.
Research shows that employers in the industries targeted by CTE courses--construction,
manufacturing, hospitality, healthcare, technical services--are the industries that rely most on workers
with world language skills. World languages courses teach the interpersonal and communication skills
essential in any workplace. Eliminating world languages from the requirements for CTE students will
disadvantage them in both the workplace and our multilingual, multicultural world.
