In late May, the Office of Management and Budget (OMB) proposed a rule that would significantly change how federal grants and cooperative agreements are awarded, managed, and terminated across the federal government. As written, the proposed rule could allow clinical trials and other federally funded research projects to be terminated midstream, wasting taxpayer dollars, delaying scientific progress, and disrupting research that patients are counting on.
