Call to Action! Protect Medicaid for People With Ds and Other Disabilities - update
MEDICAID ADVOCACY UPDATE:
The United States Congress has initiated the budget reconciliation process in the 119th Congress - a special legislative procedure used to fast-track budget-related laws that directly impact federal spending and revenue.

As part of this process, some Members of Congress are proposing significant cuts to Medicaid, arguing that federal spending should be reduced. Medicaid is currently among the top targets for cuts in this year’s budget negotiations.

Thanks to the passionate and persistent advocacy of the Down syndrome and broader disability community, we’ve made an impact! As of May 20th, both the House Energy and Commerce and House Budget Committees have passed budget proposals. Importantly, some of the most concerning provisions - those that would have fundamentally changed the way Medicaid is financed - were removed from the bill.

Your advocacy is working, but the fight isn’t over! The bill still includes harmful changes to Medicaid, such as:

  • Limiting how states can finance their share of Medicaid
  • Reducing Medicaid’s retroactive coverage
  • Instituting work requirements for some recipients

While the bill seeks to exempt individuals with disabilities from some of these changes, we are deeply concerned about the unintended consequences these proposals could have for individuals with Down syndrome and others who rely on Medicaid.

What You Can Do: Contact your Members of Congress today and urge them to:

  • Oppose any cuts or harmful changes to Medicaid
  • Protect access to essential health care and long-term support services for individuals with Down syndrome and other disabilities

Why Medicaid Matters: Medicaid is a vital program that provides free or low-cost health insurance to eligible individuals—including those with Down syndrome. It covers:

  • Doctor visits, hospital stays, and prescriptions
  • Home and Community-Based Services (HCBS)
  • School-based therapies like speech, occupational, and physical therapy
  • According to a 2023 Boston University report, Medicaid is the primary health insurance for the majority of individuals with Down syndrome. It is not just a safety net—it is a lifeline.

Our Position
The MDSC and National Down Syndrome Society (NDSS) support protecting, strengthening, and expanding Medicaid to better serve individuals with Down syndrome and the broader disability community. We oppose any efforts to weaken the program or create additional barriers to care.
