Pennsylvania Senate Call to Action: Oppose Targeted Rent Control
It is critical that you contact your PA Senate to oppose H.B. 1250 which was introduced by Rep. Liz Hanbidge and unreasonably restricts rent increases in manufactured home communities.  If enacted, this bill would limit the ability of community owners to fund repairs, improvements and basic community operations by limiting rent increases to between 2% and 4% based on an average of the CPI-U.  It will require 90 day notice versus the current 30 or 60 day notice when increasing rents and fees and extends the 90 day notice requirement when executing new, renewed or extended leases.  Finally, it defines maintenance costs for which the owner is solely responsible for and defines operating expenses to exclude any cost related to acquisition, capital improvements, debt service or any increase in the return on the owner’s investment. 

H.B. 1250 was introduced on April 16, 2025, and was referred to the Housing & Community Development Committee. It passed Committee and the House floor and is now headed to the Senate. 

Because of this, PMHA is partnering with MHI to get our message out to as many of our Senate members as possible, from as many of our members as we can.  By using this electronic delivery system, your letter will be delivered to your respective Senate member.  Remember to include your own information specific to your location and explain how important your community is to the housing needs of your residents. What would happen to your residents if you could no longer provide them with the land to rent for their manufactured home? 

The more outreach they get from our side the better.  Many of these legislators do not have a manufactured home community in their district.
