PERMIT Act Passes House!

The Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act (H.R. 3898), introduced by Representative Mike Collins (R–GA-10), passed the U.S. House of Representatives on Thursday, December 11, by a vote of 221–205

The PERMIT Act addresses long-standing challenges within the Clean Water Act permitting process. Of particular importance to AMCA members is the inclusion of the Reducing Regulatory Burdens Act of 2025 (H.R. 3824). This provision amends both the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act to clarify congressional intent regarding the regulation of pesticide applications in and near navigable waters.

This is a significant win for AMCA—and your advocacy made a difference. With House passage, we are one step closer to eliminating duplicative and unnecessary National Pollutant Discharge Elimination System (NPDES) permit requirements that impose additional costs without delivering environmental benefits. These redundant permits delay mosquito control operations and can impact our ability to protect communities from nuisance and disease-carrying mosquitoes.

Next stop: the Senate.
