AMA Issues Support for Preserving Choice in Vehicle Purchases Act

The American Motorcyclist Association (AMA) is pleased with the introduction of S. 996 — Preserving Choice in Vehicle Purchases Act of 2025. This bill seeks to modify the waiver process under the Clean Air Act related to state emission control standards for new motor vehicles and engines.

Although many technological advancements have been made over the last decade regarding reducing emissions and the inclusion of electric, hybrid, and alternative fuel sources into the fleet, the AMA remains concerned with potential restrictions that could impact the future of gas-powered vehicles. These alternatives have not yet caught up with the everyday motorcycling world and the demands of most motorcycle enthusiasts.

This legislation prohibits the Environmental Protection Agency (EPA) from granting waivers that allow states to adopt standards that directly or indirectly limit the use of new internal combustion engine (ICE) vehicles. This bill will seek to revoke any waivers of this policy if it is determined that they limit the sale of ICE vehicles. 

“As exciting as new technology may seem, riders and racers know an all-electric future is still far away,” American Motorcyclist Association Washington Representative Zach Farmer said. “Motorcyclists deserve the right to choose, and the ability to purchase, the vehicle that best fits their needs.”

The AMA continues its support for vehicle and engine choice initiatives to promote the motorcycling lifestyle and support a wide range of motorcycling interests. The Preserving Choice in Vehicle Purchases Act of 2025 is another step in the direction of ensuring the future of motorcycling for years to come.
