The Massachusetts Legislature is considering H.2740 / S.D.3078 (“Colby’s Law”)—a bill that would have devastating consequences for local motocross tracks, riders and small family-owned businesses that support the sport.
While the American Motorcyclist Association (AMA) shares the goal of improving rider safety, this legislation, as written, would:
- Place regulatory authority with agencies lacking technical expertise in motocross operations.
- Impose unrealistic and costly mandates for on-site medical staff, barriers and redesigns.
- Create ambiguous insurance requirements that could make coverage unavailable.
- Threaten to close many of Massachusetts’ motocross facilities—eliminating safe, regulated places for youth riders to participate in the sport they love.
If passed, this bill could drive the sport underground, forcing young riders to unsupervised and unregulated areas — the very opposite of what true safety reform should achieve.
