On March 27, 2025, President Trump issued an executive order to end collective bargaining by federal employees across several federal agencies on claimed national security grounds. The move targeted specific unions in retaliation for filing lawsuits and publicly opposing administrative actions. While the action has been enjoined by a lower court as a likely violation of First Amendment rights, legislative action will strengthen the defense of federal employees’ rights to association.  

The Protect America’s Workforce Act (H.R. 2550/ S. 2837) would nullify this harmful Executive Order, restore the integrity of existing collective bargaining agreements, and prevent federal funds from being used to carry out unlawful labor exclusions. The bill passed the House in December 2025 and is now headed to the Senate. Contact your lawmakers today to urge them to defend a professional, protected, and nonpartisan federal workforce.
