For calendar year 2025, NARFE also supports a market based federal pay increase increase of at least 4.5 percent via a 4 percent across-the-board increase, and at least a 0.5 percent average increase to locality pay rates. 
 

This increase falls in line with recent private-sector wage growth and the expected increase to military pay. Additionally, the increase would allow the federal government to better compete with the private sector to attract and retain a highly qualified, top-performing federal workforce and improve the morale of current employees.
