However, the critical shortage of school psychologists, school social workers, and school counselors is leaving too many students without access to comprehensive school mental health services and leaves some students without access to care at all. As families, schools, and communities struggle to meet the growing needs of young people, it is vital that Congress acts to address the critical shortage of school-based mental health professionals.
Workforce shortages are especially pronounced in low-income and rural communities where, for many students, schools are the only way they can access mental health services.

The Creating Access to Resources in Education (CARE) for Student Mental Health Act (S 4041) will authorize two key grant programs that support efforts to train, recruit, and retain more school-based mental health professionals and increase access to comprehensive school mental health services. Importantly, the CARE for Student Mental Health Act addresses the unique challenges faced by low-income and rural school districts and promotes equitable distribution of these funds to ensure that the communities struggling most to provide comprehensive services get the supports they need. The bill also reduces barriers to applying for these grants and ensures there is greater awareness and technical assistance for eligible applicants.
