Health Insurance - Graduate-Level Clinical Interns - Required Reimbursement

Action Alert: Support HB1094 / SB0910 – Expand Access to Mental Health Care

This bill establishes that insureds and any other persons covered by certain health insurance policies, contracts, or certificates are entitled to reimbursement for the services rendered by a graduate-level counseling, social work, or psychology clinical intern under certain circumstances.

HB1094 – Sponsored by Delegates Hutchinson and Adams (Hearing in the House: March 13 at 1:00 p.m.)

SB0910 – Sponsored by Senator Mautz (Hearing in the Senate: March 4 at 1:00 p.m.)

What the Bill Does

This legislation requires certain health insurance policies to reimburse for services provided by graduate-level counseling, social work, and psychology clinical interns when:

  • Services are provided at an outpatient health care facility
  • The intern is enrolled in a graduate program
  • The intern is under the direct supervision of a licensed clinician

Why This Matters

  • Expands access to care – More providers available to serve patients
  • Reduces wait times – Especially in underserved and rural communities
  • Supports workforce development – Strengthens Maryland’s pipeline of licensed mental health professionals
  • Improves affordability – Makes supervised intern services financially accessible to insured patients

Maryland is facing a mental health workforce shortage. This bill ensures patients can access safe, supervised care while supporting the next generation of providers.
