LB 319 will remove the lifetime ban from accessing SNAP (Supplemental Nutrition Assistance Program) for individuals convicted of some drug-related felonies. They would be able to access the program if they have completed their sentence or are serving a term of parole, probation, or post-release supervision.

NASW-NE supports LB 319. When transitioning from jail or prison, people with convictions often face levels of food insecurity far higher than the general public. Ninety-one percent of people released from prison reported they experience food insecurity, according to the National Institutes of Health. This population can be extremely vulnerable to struggles to afford the costs of household bills, gain employment post-incarceration and to gain employment that pays a living wage. Lifting bans on accessing the SNAP program for some individuals will support their families becoming healthier through consistent access to healthy food and will reduce recidivism of those individuals, due to ensuring they have their basic needs met more fully.
