Pass HB 554 or SB 583, and allow Pennsylvania to join the Interstate Social Work Compact
Pennsylvania’s participation in the Interstate Social Work Licensure Compact has been introduced by Representative Aerion Abney in the House as HB 554 and by Senator Tracy Pennycuick in the Senate as SB 583. If enacted, this legislation would allow social workers with an active Pennsylvania license to obtain a compact license that would enable practice in any compact state. Currently, 26 states have passed the compact legislation. Except for NY, all of the states surrounding PA have passed or are working to pass the compact.

The Social Work Licensure Compact removes barriers to practice and client care by enabling licensed social workers to work across state lines while maintaining public protection. This ensures greater access to social work services, continuity of care when clients relocate, and flexibility for social workers to meet growing demands.

Support for Military Spouses & Workforce Growth in PA: Originally designed to help military spouses continue their careers after relocating, the Compact encourages social workers to move to Pennsylvania by allowing them to work immediately without licensing delays.

Disaster Preparedness in PA: Events like floods, fires, and other natural disasters create an urgent need for crisis support. The Compact allows for immediate deployment across state lines.

Addressing Social Worker Shortages: The Compact will help Pennsylvania communities facing critical social worker shortages by allowing qualified professionals to practice wherever they are needed. PA residents can find services in any specialization.

Continuity of Care: The Compact ensures Pennsylvania residents and newcomers have uninterrupted access to essential social work services. Clients won’t need to discontinue mental health treatment while traveling, attending college, or relocating.
