The National Down Syndrome Congress is very concerned that the proposed Senate tax reform bill has now also become a health care bill, and we ask you to contact your Senators and urge them to oppose any tax reform bill that includes health care repeal.
Tax reform bills have been moving quickly through Congress. The House version of this bill, H.R. 1
, was passed by the House Ways & Means Committee along party lines earlier this month and is expected to come up for a vote on the House floor today. The Senate version of the Tax Cuts and Jobs Act is also moving quickly and we are hearing that it may be voted on right after Thanksgiving. NDSC has been working with the broader disability community to analyze these bills and track potential landmines for people with disabilities. Both the House and Senate versions raise concerns about their potential impact on people with disabilities stemming from the $1.5 trillion deficit over 10 years that would increase the pressure to cut Medicaid
in the future, as well as the proposed elimination of several tax deductions that benefit people with disabilities such as a tax deduction for medical expenses (See HERE
We became very alarmed on Tuesday when a repeal of the Affordable Care Act's individual mandate
- the requirement that most people enroll in coverage or pay a penalty -- was added to the Senate tax reform bill (See HERE
) . This repeal attempt is essentially the same as the Obamacare "skinny repeal" bill that was defeated in July 2017 (Link HERE
) The Congressional Budget Office said this week
that repeal would result in 4 million people losing their health insurance in the first year and 13 million in a decade This will leave hundreds of thousands of people with disabilities without insurance and will increase premiums for those purchasing coverage on the exchange.
