National Down Syndrome Congress

Tax Bill Update- The Fight Is Not Over!
THE FIGHT IS NOT OVER YET! CALL YOUR U.S. REPRESENTATIVES NOW AND ASK THEM TO VOTE NO ON THE TAX BILL!

The Senate passed the tax bill very early in the morning of December 2, 2017, by a vote of 51-49. A big thank you to all of our wonderful Down syndrome advocates who called their Senators to tell them to vote "no" on this tax bill. The bill will now be sent back to the House of Representatives for a vote on a final bill that could happen as early as Monday afternoon. We are not giving up and neither should you!  We need to shift our advocacy focus to the House of Representatives and ask our Representatives to vote NO. Speak up NOW - calls, emails, social media are needed immediately, throughout the weekend and every single day until the final vote.

The Senate bill contains many provisions that would hurt people with disabilities, including a repeal of the Affordable Care Act's individual mandate that will cause millions of people to lose their health insurance, pay significant premium increases and undermine protections for people with pre-existing conditions. It will increase demand for Medicaid, decrease the funds available for home and community based services and supports, and reduce the amount of revenue available to states to pay support Medicaid. The House bill is similarly dangerous. (See Center for Public Representation's analysis of the bills' impact on people with disabilities: https://medicaid.publicrep.org/feature/taxbill/) Lawmakers are planning cuts to Medicaid funding to pay for some of the $1.5 trillion in tax cuts. (https://www.washingtonpost.com/news/wonk/wp/2017/12/01/gop-eyes-post-tax-cut-changes-to-welfare-medicare-and-social-security/?utm_term=.925d5befbedc)

Your advocacy is needed to stop a tax bill that will devastate the Medicaid program. This is as big a threat to Medicaid and Home and Community Based Services (HCBS) as the ACA repeal bills we fought so hard and successfully and defeated this summer. This will have a devastating impact on children and adults with Down syndrome and other disabilities. It's critical that you contact your Representatives in the House now!

Call the main Capitol line at: (202) 224-3121 (voice) or (202) 224-3091 (tty) and click HERE to send an email to your Representative. We must remain vigilant and STAY STRONG!

Thank you for your advocacy efforts!

TALKING POINTS:
  • I am a resident of [Town, State] and your constituent. [I/my child/sibling/friend/co-worker, etc] is a person with a disability who relies on Medicaid for health care and services to live and participate in the community.
  • Please vote NO on the Tax Cuts and Jobs Act as it will hurt people with disabilities and their families.
  • This bill will increase the deficit by $1.5 trillion which will lead to cuts in Medicaid. Ten million people with disabilities rely on Medicaid for critical services that help them live and participate in their communities.
  • This bill will also repeal the ACA individual mandate. This will further destabilize our health care system, raise premiums, and could lead to my family losing their health insurance.
