Urge Congress to Pass the CHOICE Arrangement Act
Because nearly all U.S. printing businesses qualify as small—with estimates of 35,810 establishments with fewer than 500 employees—the sharp rise in health insurance costs disproportionately strains our industry’s employers, limiting their ability to hire, retain workers, and invest in growth.

Over the last two decades, health insurance premiums for small businesses have increased by 120%. At the same time, the percentage of small businesses offering health insurance to their employees has dropped from nearly 50% in 2000 to just 30% in 2023. Small businesses need Congress to act and expand the menu of healthcare options available to them.

To accomplish this, Congress should enact H.R. 5463/S. 2875, the Custom Health Option and Individual Care Expense (CHOICE) Arrangement Act. This bill gives small businesses more affordable and flexible health insurance options by writing health reimbursement accounts (HRA) into the tax code and providing an exemption for small businesses to allow pre-tax funds to pay for employee healthcare.

Your voice makes a difference. Please take action today by asking your representatives to support small businesses by voting YES to H.R. 5463/S. 2875.
