Join ROA's Minute Man Movement by persuading Congress to support H.R.2102/S.1032 the Major Richard Star Act.
Issue background
Before 2004, no military retiree could receive retirement pay and VA disability compensation concurrently.
This changed with the signing of the FY 2003 and 2004 National Defense Authorization Acts, which provided select veterans with their retirement pay and disability compensation without any offset.
However, this still does not apply to veterans with a disability rating of 50 percent or less and those unable to complete 20 years of military service due to injuries or illness, known as Chapter 61 retirees.
H.R.2102/S.1032, the Major Richard Star Act, received broad bipartisan and bicameral support in the 117th and 118th Congress and was reintroduced in the 119th.
This legislation successfully accounts for longstanding cost concerns by only qualifying combat-injured veterans for concurrent receipt and relieving DoD of the responsibility to pay Combat-Related Special Compensation (CRSC).
ROA is a strong supporter of the Major Richard Star Act and urges Congress to advance this measure into law without delay.
This legislation is also supported by The Military Coalition, representing more than 5.5 million service members past and present and their families.
