Support the Breast Cancer Bill of Rights

Susan G. Komen is the nonpartisan voice of the more than 4 million breast cancer survivors and those living with the disease in the U.S. and the people who love them. Komen believes we can save lives through sound public policy which supports broad, systemic and lasting changes that ensure investment in research, protect access to care and reduce burdens on patients. Through our Center for Public Policy, Komen ensures that policymakers hear all voices of those impacted by breast cancer, are educated about the needs of breast cancer patients and prioritize the issues impacting our community. 

  • AFFORDABLE, HIGH-QUALITY CARE: Everyone has the right to high-quality, timely breast care, no matter where they may receive medical services and should not be forced to make treatment decisions based on financial constraints or fear of bankruptcy.
  • CLINICAL TRIALS: All breast cancer patients should be informed about clinical trial options and afforded the opportunity to participate without burdensome financial or systemic barriers. Eligibility for trials should prioritize inclusivity and reflect the diversity of patients who will use the therapy or device.
  • COMPREHENSIVE HEALTH INFORMATION: Everyone must have access to safe, accurate, comprehensive, evidence-based, and culturally responsive information to make informed health care decisions.
  • DATA PRIVACY: Patients have a right to data privacy and should be informed, through a transparent process, as to how it is collected, used, and stored.
  • EARLY DETECTION AND DIAGNOSIS: Everyone has a right to the breast cancer screening and diagnostic services they require without financial burden.
  • FERTILITY PRESERVATION: Breast cancer patients who are at risk of infertility due to their breast cancer treatment deserve coverage for affordable fertility preservation services.
  • GENETIC COUNSELING AND TESTING: Individuals at high risk of breast cancer and those diagnosed with the disease should have affordable access to genetic counseling and testing to understand their potential risks of developing breast cancer and help guide decisions regarding risk-reduction, screening, and treatment.
  • HEALTH EQUITY: No one should be at increased risk of dying from breast cancer simply because of who they are or where they live.
  • INSURANCE: Breast cancer patients and survivors have a right to continuous, affordable, quality health insurance coverage without burdensome reporting requirements.
  • PATIENT NAVIGATION: Breast cancer patients have a right to receive culturally responsive patient navigation services to guide them through the burdensome health care system.
  • PERSONALIZED MEDICINE: Breast care should be tailored to the individual needs of each person, allowing for the right treatment at the right time and the optimization of outcomes for people with breast cancer.
  • RECONSTRUCTION: Breast cancer patients have a right to full mastectomy care including reconstruction of the breast or chest wall, or custom breast prostheses without burdensome cost-sharing requirements.
  • RESEARCH: Public and private investment in cancer research should be a national priority and the resulting medical advancements should be made available and accessible to all.
  • STRONG SAFETY NET: People who are uninsured and underinsured have a right to a strong health care safety net.
