- Decriminalization: It removes firearm suppressors and short-barreled rifles/shotguns from the state's "controlled weapons" list, ending the threat of state-level prosecution for law-abiding owners.
- FFL Protections: Federal Firearms Licensees (FFLs) would gain civil liability immunity for returning firearms to owners after a voluntary "firearm hold agreement," making these life-saving safety programs more accessible.
- Cutting Future "Red Tape": It removes the state requirement to possess a federal tax stamp to be in compliance with state law. This ensures that if the federal government eventually removes suppressors from the National Firearms Act (NFA), Kansans will not be trapped by lingering, "zombie" state-level regulations.
- Focusing on True Crime: While possession itself would no longer be a state crime, the bill adds enhanced penalties for certain felonies committed specifically while using a suppressor or short-barreled shotgun.
