Delaware: Major Hunting Expansion Heads to Governor Carney’s Desk
Delaware has taken a massive step forward in expanding Sunday hunting, modernizing equipment regulations, and protecting your outdoor heritage across the First State.

Last week, HB 278 passed both legislative chambers and is now in the final administrative phase before being delivered to Governor John Carney's desk for his signature.

HB 278 will deliver these critical wins:

  • Expand Sunday Hunting: Removes outdated restrictions to permit Sunday hunting for all game animals and game birds during established seasons. This opens up weekend opportunities for families who work or go to school.
  • Protect Landowner Rights: Ensures private landowners and public agencies retain full local discretion over hunting access on their properties.
  • Modernize Gear Regulations: Simplifies handgun and rifle ammunition calibers for deer hunting and updates muzzleloader standards to match modern technologies.
  • Update Game Species Lists: Adds skunks and weasels to the regulated game list while removing European and snowshoe hares to improve wildlife management.

Next Steps: Urge Governor Carney to Sign HB 278

While the General Assembly passed the bill with an overwhelming bipartisan mandate, including a 38 to 1 vote in the House and a unanimous 19 to 0 vote in the Senate, our job is not finished until the bill is signed into law. We must maintain our momentum to ensure this victory becomes a reality.

Email the Governor to respectfully urge him to swiftly sign HB 278 into law. Let him know that expanding hunting access supports family recreation, strengthens rural economies, and provides state wildlife managers with the flexible tools necessary for proper conservation stewardship.
