Pharmacies are consistently ranked by Americans as the most accessible healthcare destinations and among the most trusted. For many patients, particularly in rural and underserved communities in Ohio, the pharmacy is their most convenient point of care.
However, PBM practices can undermine the ability of pharmacies to continue providing these services by creating reimbursement instability often resulting in pervasive under-reimbursement, restricting pharmacy participation, and steering patients away from their trusted pharmacy providers.
HB 192 would help strengthen the prescription drug marketplace by:
- Ensuring fair and adequate pharmacy reimbursement by requiring payment of the actual acquisition cost of medications plus a professional dispensing fee.
- Preventing inappropriate “specialty drug” classifications that can restrict pharmacy participation and patient access.
- Protecting patient choice by addressing PBM practices that steer patients to PBM owned or affiliated pharmacies or impose higher costs when patients use unaffiliated pharmacies.
These reforms help ensure local pharmacies can continue serving patients and communities across Ohio, while promoting transparency and accountability in the prescription drug marketplace.
