A flawed policy enacted in the FY2015 National Defense Authorization Act restricts TRICARE beneficiaries from obtaining certain maintenance medications at retail pharmacies. This policy has failed to deliver promised savings — and instead has created unnecessary barriers to care.
As a result, TRICARE beneficiaries are experiencing:
- Limited pharmacy choice and reduced convenience
- Longer wait times at military treatment facilities
- Increased travel burdens, especially in rural and underserved communities
- Disruptions in trusted patient-pharmacist relationships that support adherence and better health outcomes
Right now, this policy sidelines a majority of pharmacies — preventing them from serving TRICARE patients and undermining their ability to deliver accessible, frontline care.
Congress has the opportunity to fix this.
The bipartisan Rx ACCESS Act (H.R. 6400 / S. 4106) would restore access, strengthen accountability, and ensure fair reimbursement — all while supporting those who are serving or have served our country.
