On May 12, the U.S. House of Representatives overwhelmingly passed the Combating Organized Retail Crime Act (CORCA) of 2025 — bipartisan legislation to crack down on organized retail crime networks that threaten retailers, suppliers, and consumers alike.
Organized retail crime is coordinated, large-scale theft run by criminal networks that resell stolen goods, defraud supply chains, and put workers and shoppers in harm’s way. These crimes drive up costs for families, strain retailers, and endanger the people who staff our stores every day.
CORCA would create a special coordination center within Homeland Security Investigations at the Department of Homeland Security to increase collaboration among law enforcement agencies and develop a unified, cross-agency strategy to curb retail and supply chain crime.
CORCA would also give law enforcement the tools they need to identify and dismantle criminal organizations — while helping to keep workers and customers safe.
The House has done its job to combat retail crime. Now it is time for the Senate to do the same. Every day of delay means more stolen goods, more losses passed on to consumers, and more risk for the workers and shoppers in our communities.
