Habemus Papam!
Welcome, Pope Leo XIV and Remembering Pope Francis 

Upon the election of Pope Leo XIV, formerly Cardinal Robert F. Prevost, Chicago-born prefect of the Dicastery for Bishops, the bishops of Ohio issued the following statements:


In Pope Leo XIV's first address to the College of Cardinals, he acknowledged the humble service of his Predecessors, specifically highlighting Pope Francis' Apostolic Exhortation Evangelii Gaudium. In remembrance of Pope Francis, and as we continue to pray for his soul, it is fitting to revisit and reflect on the wisdom he bestowed upon the Church and world in his Encyclicals

  • Lumen Fidei (On Faith), June 29, 2013 - Christian faith is thus faith in a perfect love, in its decisive power, in its ability to transform the world and to unfold its history. "We know and believe the love that God has for us" (1 Jn 4:16). In the love of God revealed in Jesus, faith perceives the foundation on which all reality and its final destiny rest. (no. 15)
  • Laudato Si' (On Care for Our Common Home), May 24, 2015 - Each community can take from the bounty of the earth whatever it needs for subsistence, but it also has the duty to protect the earth and to ensure its fruitfulness for coming generations. “The earth is the Lord’s” (Ps 24:1); to him belongs “the earth with all that is within it” (Dt 10:14). (no. 67)
  • Fratelli Tutti (On Fraternity and Social Friendship), October 3, 2020 - The [Good Samaritan] parable shows us how a community can be rebuilt by men and women who identify with the vulnerability of others, who reject the creation of a society of exclusion, and act instead as neighbours, lifting up and rehabilitating the fallen for the sake of the common good. (no. 67)
  • Dilexit Nos (On the Human and Divine Love of the Heart of Jesus Christ), October 24, 2024 - We need the help of God’s love. Let us turn, then, to the heart of Christ, that core of his being, which is a blazing furnace of divine and human love and the most sublime fulfilment to which humanity can aspire. There, in that heart, we truly come at last to know ourselves and we learn how to love. (no. 30)

Legislative Update 

HB 96 - 2026-2027 State Budget 
The Catholic Conference of Ohio testified in the Senate Education Committee and the Finance Committee as an interested party for House Bill 96, the Operating Budget. CCO shared the pro-family benefits of school choice and statistics on Catholic schools, particularly enrollment increases among African American and Hispanic students, and that students on Jon Peterson and Autism Scholarships have doubled since 2014. CCO asked legislators to expand Disadvantaged Pupil Impact Aid (DPIA) to chartered nonpublic school students to allow students from low-income families to “receive specialized reading and math interventions, mental health support, and other areas of integral development, no matter where their parents choose to send them.”

Additionally, the CCO submitted interested party testimony to the Senate Finance Committee on social policy proposals. The testimony commended the support for organizations accompanying pregnant women in need and made requests to restore the $1,000 nonrefundable per-child tax credit and not repeal the provision that allows for continuous Medicaid coverage for children in need from birth through age three.  


SB 197 - Legalization of Internet Gambling
The Catholic Conference of Ohio testified in opposition to Senate Bill 197 (R-Manning) to legalize internet gambling on personal devices. CCO wrote, "SB 197 would facilitate an unprecedented scope and capacity for enslavement to gambling by legalizing round-the-clock access to highly addictive platforms from any bedroom, dorm room, or workplace in Ohio" and noted, "the harmful effects of gambling disproportionately impact the poor, young men, and the lonely."

SB 30 - Cash Payments
The Catholic Conference of Ohio testified in support of Senate Bill 30 (R-Blessing and D-Ingram), requiring retail merchants to give customers the option to pay cash. The CCO testified, “The indigent, the pennywise laborer, or the retiree who knows all too well the caprice of wealth exchanged or generated virtually –– these and many other Ohioans conduct their transactions by cash. SB 30 protects their place in our society. This bill will also help Christians and others of good will to give to God what is God’s, ensuring that an act of charity for the hungry in the form of a few dollars is not rendered useless in a market designed for expediency, not humanity.”

"One Big Beautiful Bill" in the U.S. Congress
U.S. Bishops Encourage Lawmakers to Protect Human Life and Dignity and Uphold the Common Good in Reconciliation Legislation
The United States Conference of Catholic Bishops (USCCB) sent a letter to the U.S. Congress "commending parts of the budget proposal that will support human life and dignity, while also strongly encouraging them to reconsider provisions that will harm the poor and disadvantaged, our immigrant brothers and sisters, and our environment," according to Archbishop Timothy P. Broglio, president of the USCCB. Several bishops across the country penned the letter below.

Stop Gambling Expansion in Ohio
Multiple recent proposals in the General Assembly would expand gambling to personal devices in Ohio. Gambling expansion does not serve the common good. Four in five people struggling with gambling addiction consider suicide. Please send a message to your Ohio Senator and Representative to oppose gambling expansion.

Support Economically Disadvantaged Students
Ohio Senators are actively reviewing the State’s Operating Budget, as passed by the House. Now is the time to ask Senators to provide students living in high-poverty areas with the support they need to flourish, regardless of what school they attend.

Catholic schools have historically welcomed students of all backgrounds, with a special focus on those facing economic challenges. Ask your Senator to expand support for these students by extending Disadvantaged Pupil Impact Aid (DPIA) to chartered nonpublic school students living in high-poverty areas. DPIA provides economically disadvantaged students with reading and math intervention, mental health support, and safety upgrades.

Prohibit State-Funded Death
House Bill 72 and Senate Bill 134 uphold a consistent ethic of life. Fostering a culture of life throughout Ohio requires a commitment to recognizing the sanctity of the human person in all stages and circumstances, including the child in the womb, the infirm, and those who, at one time, blatantly disregarded the humanity of others and need to face justice. The Catechism of the Catholic Church teaches that "the death penalty is inadmissible because it is an attack on the inviolability and dignity of the person." It is time for Ohio to end this practice, reinforce laws to ban state funding for abortion, and strengthen protections against assisted suicide. Send a message asking your legislators to prohibit state-funded death.

Our current special feature series covers steps throughout the legislative process, detailing how a bill becomes a law in Ohio.


The Legislative Process - Resolving House-Senate Differences

This month, we will explore what happens if the second house adopts a bill that has been amended from the version passed in the first house. If changes are made, the bill goes back to the first house for a floor vote of concurrence. No additional changes can be proposed.

If the originating house votes to concur with the changes made by the second house, the bill is enacted. If they vote not to concur, the second house is formally notified and they can either recede or insist on the amendments they made. If they recede, the bill is passed in its original form. If they insist on the amendments, either house can call for a conference committee (see details, pg. 57). If the committee resolves the differences between the versions of the bill, a conference committee report is issued and submitted to both houses to vote on whether to accept the report. According to the guidebook, "If no conference committee negotiates an agreement acceptable to the membership of both houses, the bill is defeated. However, if both houses approve a conference committee report, the bill is enacted."

Next month, we will look at what happens after a bill is enacted.
