Hill Visits in Washington, D.C.  
 

Nevada REALTORS® gathered on Capitol Hill in Washington, D.C., on May 16 to talk about real estate and the role of REALTORS® in our community. We were lucky to meet with every single member of our delegation: Senator Catherine Cortez-Masto (pictured), Senator Jacky Rosen, Congresswoman Dina Titus, Congressman Amodei, Congresswoman Susie Lee and Congressman Steven Horsford. They were productive meetings, and we can happily say that all members of our delegation are supportive of REALTOR® issues.

  Egregious Changes to Landlord-Tenant Law  
 

As of this writing, SB256, which proposed many changes to landlord-tenant law (Advocate: 5/104/26, 4/19, 4/12, 4/5, 3/29, 3/22, 3/15), has not been heard or voted on by the Assembly Commerce and Labor. As noted in last week's Advocate, the bill has been substantially amended by your Lobbying Team in Carson City, and we have been lobbying the bill very hard with committee members, and all members of the Assembly. In order for the bill to advance to the next step in the process, a hearing must occur before 11:59 pm tonight, and a vote taken on the measure. Your Lobbying Team will remain vigilant up to and through the deadline.

  Real Estate Licensing  
 

SB230, which would make various changes to real estate licensing (Advocate: 4/26, 4/19, 3/29, 3/15, 2/22), passed out of Assembly Commerce and Labor on May 15 with amendments. It was introduced by Senator Mo Denis (pictured) on behalf of Nevada REALTORS®.

The amendments would lower the age from 70 to 65 for licensees to be exempt from CE classes outside of the core classes, as established by the Real Estate Commission. It would also move the effective date from July 1, 2019, to January 1, 2020, except for the purpose of adopting regulations - that effective date would be upon passage and approval.

The bill will now be considered by the full Assembly. If passed, it will go back to the Senate for a vote of concur/do not concur on the Assembly amendments.

  HOA Resale Package  
 

AB335, discussed before (Advocate: 5/104/26, 4/5, 3/22), and introduced by Assemblywoman Sandra Jauregui (pictured) and Assemblyman Gregory Hafen, passed out of committee without changes on May 15, and is now on General File for final passage as early as May 20. This bill would address various HOA fees and extend the time a resale package is valid to 90 days.

  Deadline Today  
 

May 17 is the deadline for bills to pass out of the Second House Committee (unless exempt). The following bills saw some movement this week (Assembly Government Affairs was especially busy this week!):

  • SB151, which makes changes to the summary eviction process (Advocate: 5/10, 4/26, 3/22, 3/15, 3/8, 3/1, 2/15), passed out of Assembly Judiciary on May 16 with amendments on a party line vote. It will now go to the full Assembly.
  • SB103, a bill intended to promote affordable housing (Advocate: 5/3, 2/15), passed out of Assembly Government Affairs on May 15. It is on General File and could go to a vote of the Assembly as early as May 20.
  • SB104, requiring the establishment of a statewide low-income housing database, passed out of Assembly Government Affairs on May 15 and is now on General File. It could go to a vote of the Assembly as early as May 20.
  • SB199, which would establish a form to allow homeowners to record a document to state some provisions of the CC&Rs are void and unenforceable (Advocate: 5/3, 2/22), passed out of Assembly Government Affairs on May 15 and is now on General File. It could go to a vote as early as May 20.
  • SB367, which would allow a tenant in low-income housing to keep a pet (Advocate: 4/5), was passed out of Assembly Government Affairs on May 15 and is now on General File. It could go to a vote as early as May 20.
  • SB473, which revises definitions of affordable housing (Advocate: 5/3, 4/5), was passed out of Assembly Government Affairs on May 15 and is now on General File. It could go to a vote as early as May 20.
